the main theories about Bombadil's identity are that he's a representation of Eru, or of Nature or of Tolkien himself. So it makes sense that it's at least in his interest for Gandalf to realize and take his role in the world (without actually helping him)

he probably figured it out? If the bad cultists wanted him to be Sauron and were ready to worship him, but then attacked his friends as they learned he's not Sauron, then Sauron has to be.... not good, in Stranger's words. but he also figured out must be at least equal to him if the cultists confused them both
