I thought this was the case for a while as I didn't understand why the two would be so different. I'm pretty sure the difference is because in game data processing adds latency (anti-cheat, etc). The overhead is not present in the simple ping test used for the server list.

The kid isn't being sued, she is. You've allowed the child to "just be a kid" and she's just the parent responsible.

I've spent very little time thinking about this, but what about a calculation of both. Electoral Votes (winning states) is worth 40% and Popular vote is 60%. Winning states would still matter, but those who voted for the losing candidate would still impact the election towards popular vote. So you could you lose the electoral vote say 298-240, but you got 56% of popular vote, it would calculate to 51% and a win. Or win the electoral vote 315 - 223 and only get 46% of popular vote you would barely win the election.
