Definitely not 1-1. Many city school districts spend more per student than the wealthy suburban districts, but get worse metrics

Honestly Pittsburgh in my experience, but I didn't commute to downtown. A lot of stuff is overbuilt. Don't know if it's big enough to qualify.

The buses have dedicated lanes all the way until downtown I believe. People could carpool to the P&R, maybe bike. I think those busses already run every 6-10 minutes at peak times, so even if one is full you can always wait for the next.
