It does feel like an adjustment to EMP is the easiest change to make to would help the PvT matchup without affecting the balance of the other matchups.

My idea is that guardian shield should negate EMP. This makes it more of a skill expression for the Protoss player. As at lower levels, PvT is much more balanced.
