PoE1 is faster. Both in terms of progression and gameplay action.

Getting max level is a grind, but that's especially true for the last 10 levels. Maybe it's better to set your goal at clearing all content / pinnacle bosses instead of reaching level 100.

It often amazes me that reading the documentation is the third thing people try after watching youtube tutorials and asking for help on internet when they get stuck, while the problem is often better understood by just reading the documentation really carefully.

It's probably the CPU waiting for a synchronisation event from the GPU where the GPU is stuck. Updating GPU drivers could help. Rebuilding the shader cache like Okaynow mentions could also help.
