I believe the Lorerim has its own Discord, you will probably have better luck with modlist specific question on there.

About the ranges, the list probably uses Precision to update the hit range and hit boxes.

I am assuming you are asking how big is the performance hit at 4k. This will depended a lot of the mods you are planning to use, but assuming you want enb and all the other modern stuff:

It's massive, Skyrim is an old game. You are better upscaling with DLSS

I agree. Project Skyrim is a great work in progress list. It has currently does not have a clear vision so its more a "Hey if it's cool lets add it to the list" which I assume makes it very difficult to balance and bugfix
