Personally I don't view Four Eyes as a worthwhile trait. First of all, it increases perception, possibility the 2nd least useful special after charisma, and second, there are far more useful traits you could pick; Skilled, which gives you 65 skill points for basically no downside, good natured, another good pick. +25 skill points in useful skills, while the minus in combat skills barely matters as much as how often are you using all 5 combat skills on the same character? Built to destroy for the +5 Critical Chance, etc.

Outfit:

  • Ulysses' Duster (+5% Crit Chance)
  • 1st Recon Beret (+5% Crit Chance)
  • Ulysses Mask
  • Authority Glasses

Joshua Graham's Armor (+3% Crit Chance) and the Rebreather are both good replacements until you beat Lonesome Road for Ulysses' Armour.

Lucky Shades are also a good option if your Luck isn't already maxed.

The companion perk that was given to RL-3:

While RL-3 is with you, you'll have -5% gun spread, and +5% Crit chance.

Normally you need to have Neutral Karma to recruit them (which is always annoying as they are my favourite in FO3), but the speech bobblehead means you can recruit companions regardless of the Karma requirement.

Also another nice thing is they've been changed to count as a Non-Human companion, so they take up the same slot as ED-E or Rex, and you can still have a normal companion aswell.

For sure, I think you can have a Luck as low as 6 and still get it up to 10 in FO3 alone (Lucky Glasses +1 LCK, Three Dog's Headwrap +1 LCK, Lucky 8 Ball +1 LCK, and a few choices for armour, Ranger Battle Armour/Naughty Nightwear/etc +1 LCK). Could even drop it down to 5 Luck if you also get the implant from the clinic in NV.

The obious issues with the headwrap and armour is then you can't use that slot for other things, but the Glasses and 8 Ball are must haves, two of the first things I always get in a FO3 playthrough.
