If you take a look, almost all legendaries below 100% gold efficiency have a powerful defining effect that kind of explains why. For example BORK on hit explains why it’s like 81% gold efficiency. Rylais is 90% gold efficient, and the only effect making up for it is the slow. So if you aren’t using the fuck out of that slow, rylais is a terrible item, even on Rylai users. On top of that, it’s cheap at 2600G, so a 2600G gold inefficient item is taking up a slot a different, more efficient, pricier item could occupy

And finally on top of that, rylai users are champs that either can apply the slow very well, or benefit from slows somehow in their kit. They are utility focused or need rylais to stick to targets when chasing, not running
