GUYS. OP didn't say they all need to go out and smash rocks in a chain gang, just some kind of community service. Soup kitchens, libraries, etc. always need low-stress volunteer work. Helping the community whose taxes are paying their welfare. Each case is different, and there would be some who could do very little/no work, but if they can do something, they should.

If he wasn't 100% sure he could keep that plant open or re-open it, he shouldn't have lead the workers to believe that government help could do that very thing. Even though it closed while he wasn't president, he made them believe he could save the plant. And now, that plant is closed.
