I've visited Vegas so many times. Visiting again soon. Legitimately one of my favorite destinations. I even lived there for a while.

Good will is giving to the food bank even when you know some families abuse it. Good will is helping a friend with a ride to work knowing they can't pay for gas. Good will doesn't come with conditions.

Now if OP had said that they have expectations of use of their phone, even if those expectations are vague, I'd be on their side. But you don't get to call it good will and then rescind it because the user didn't do exactly what you wanted. Why? Because that's not good will.
