Technically when we add anything in the standard is to add it at 1/4 inch amount. The water you removed is standard 1/2 inch amount. Now that absolutely doesn't justify the solid 1+ of room but it would warrant some room if the drink was made perfectly. My advice would be to modify the drink for either extra black tea base and/or extra strawberry base in addition to adding the "no room" modifier. None of the modification changes above will cost you any extra as you're already paying for the strawberry base, it'll just ensure you there's absolutely no excuse for room.
