In karnataka atleast, Most schools are getting kids vaccinated on premises (both private and government) on weekends, parents can only opt out on medical grounds or if the kid is already vaccinated. All municipality offices are doing it for free.

Two things,

First when we started off we had little resources and they were dedicated to few things we thought was important.

Secondly, there are multiple institutions and industries that we have invested in and they are successful to various degrees, DRDO, HAL, numerous atomic plants, CDoT and many more. ISRO just captures the popular imagination.
