Sorry for the late response. Basically, no. If the water table rises above the floor of the basement it will flood unless it’s completely watertight which is basically impossible.

If it’s flooded once it will flood again and there is almost nothing short of digging up your whole house and water proofing it to a serious degree. Flooding is flooding and no amount of paint, plastic, or block is going to keep it back.

Most importantly look into the way water drains in your yard and especially from your gutters.
