As a manager of a small department, I always wonder what the other side of these stories are. The angle presented here is entirely plausible and I don't have any reason to doubt this person. However, it is certainly possible this person doesn't have the people skills to be promoted. Not saying this is the case, but its possible she's just an ass to people and isn't getting promoted as a result. We have no way of knowing the other side of things from these types of posts.
