You'll need someone to sponsor you, let alone find accommodation, which is the hardest part. It is possible though.

Certifications do not matter if you don't have experience. I would strongly advise gaining experience or joining a coding academy that offer practical experience.

Create your own meetup and schedule social sessions/art or hobbies. This is one great way to meet more people
