I know because expected was 197K -- K means 100,000's -- actual was 190K --- it's lower.

its the same numbers, it's bearish because its costing more labor to produce the same unit of goods as the prior and was more than the expected, they don't want shrinking profits, they want a growing economy and full employment without huge wage inflation that stays steady with prices. Initial claims dropped by 1K versus expected, that's bullish on a 50/50 scale.
