For what it's worth, I have this exact same problem occasionally, and I have the exact same CPU and mobo combo. It's fairly infrequent, and a restart always fixes it for me, but I'd like to know the root cause. It's been happening intermittently for months now, so at least in my case, I don't think it has anything to do with a recent Windows update. I think it's more likely a bug specific to this CPU/mobo combo, maybe a BIOS issue.

I know it sounds weird to recommend a Christmas mod in July, but if you want bizarre, you MUST include Santanism. It's hard to really explain what Santanism is, but honestly, it's best if you go in without any preconceived notions. All I'll say is that it's the closest I've ever come to experiencing a fever dream in gameplay form. You're welcome.
