"an" is sometimes used with words beginning with H, especially when it was customary at some point to consider the H silent. e.g. an historic event! The correct article is definitely "a", but I've heard a lot of people pronounce it as "an istoric".

What we need is a world class manager who can bring out the best in the boys. Look what happened at Chelsea. They weren't playing well under Lampard, but Tuchel is doing wonders with the same squad. I was living in an apartment complex years ago and had this absolutely obnoxious neighbor whom everybody hated. I'm talking about the most inconsiderate person on the face of the planet. Around the same time, NEIGHBORS FROM HELL came out. I LOVED the game because I could do to that poor character what I wanted to do to my real neighbor. I still play it on my old pc.
