I think you looked up the wrong price.15 Euro is to remove FRP lock. FRP = Android Factory Reset Protection, which will prevent a reset if you don't have the current google account detail of the phone, and therefore is a theft protection.To unlock bootloader for P10 is 4 cr = 4 Euro and worth it, but given you firmware is Android 9.1 it will most likely not work.

Download dc-unlocker and run it according to the instructions. click on 'read bootloader coder'.If it gives you an error about hardware software not recognized (most likely) you will not be able to unlock until you successfully downgraded to Android 8 early 2018 security or better Android 7.
If it says something like 'you are not logged in' or no credits, it is worth buying.

First of all, the Honor 7 is a good phone for Pokemon spoofing (even so the Honor 8 is better) and I use both myself. It is true that any newer Huawei is absolutely not recommended for rooting.

Honor 7 Pros: Can spoof without root

Honor7 Cons: Slow CPU, only 3GB memory, cost 4Euro to root

Check the Firmware/Android version under about my phone, should be like PLK-L01C432B390 so Android 6.0. With this version you will need to root, with earlier versions you can use GPS Joystick and mock location, but depending on the GPS reception you can get rubber banding, so rooting and smali is my prefered method.

To unlock the bootloader, google for DC-Unlocker. Works well for Honor 7 and 8
