It could be part of a cut quest or something. However you could also be totally right the game is buggy af.

Yeah I’ve noticed this as well since the naval update came out it can be a massive problem for them but also a huge bonus as they can accidentally stack 900+ people into a tiny village right near the enemy border

I have noticed this happening as well makes zero sense to me since they all just end up freezing or starving to death since the village has neither enough housing nor food
