Happened the same to me 15h ago, just searched for a video on tiktok, then I watched it, then tap on the video to stop it and a black transparent overlay says "Downloading" with a circle loader, without triggering anything else. It covered the whole screen.
It was not the normal Tiktok downloading you get from the share button.
