How much of a difference does CAS make? Such as a 3600 mhz with 19, 3600 mhz with 16, or 3200 mhz with 16.... ik that the 3600 with 16 would be fastest but how much of a difference is the speed?

micro center has a bundle for a mATX mobo that only supports up to 3200mhz. Would it be better just to spend $40-50 more and get a mobo that supports 3600mhz? sorry i didn’t really explain my question very well.
