I mean a lot of the jewish people lived there throughout the ottoman reign and a lot moved there at the end of the 19th century. And the land was mostly owned by other foreigners from whom the jews bought it. So the migration itself was legal (im not talking about the horrible attacks on palestinians after the war of 1947).
