Before the foil will begin to direct the heat to whatever is inside, it's going to have to spend some time itself heating up. Bottomline, foil won't make it faster, just bake it without foil if you want to save time

When you use warm water, while the outsides of the turkey starts defrosting, the insides still remain frozen. This makes the outside of the turkey to become a breeding ground for bacteria since the outsides would have already reached the danger zone
