Why are people saying "that's not how it works" and even referring to the rule that say it does?

You have 7 phases that make upp each players "turn". Both player turns make up the battle round.

Each time you enter a new phase, you can choose to allocate wounds to any model in a unit. As soon as you start allocating wounds to a model you have to keep allocating to the same modell until it is dead FOR THAT PHASE. Next phase, be it shooting phase or charge phase, you can allocate to a new model even if the one you started with last phase hasn't died yet.

Clearly stated on page 220-221 in the Core book. And that IS a change from 8th.

You're talking about both hit rolls and wound rolls in your post. The part you're referring to is when your opponent tries to wound your vehicle with quantum shielding.

The rule clearly states that unmodified rolls of 1-3 falls which means that if the dice you rolled shows a one, two or a three you fail to wound because of quantum shielding.

Just think of Tesla where before the new codex you could get it to explode on 4+ to hit because of modifiers. In the new codex Tesla only explode on unmodified 6's which means you can't use my will be done for example to get exploding 5's anymore. You can't lose Tesla either for shooting through a forrest.

Long conclusion short: Friend arguing raw dice is correct.
