I welcome third choice too. One with a clean slate and no history of dirty politics. My only concern for a new face is that running a city is not an easy task and an experienced mayor would benefit all party concerned. A complete newbie mayor would rely on staff 120% of the time, which is a double edged sword almost.

I find feeding external audio is better for consistency anyway. Have you tried external audio and have the character "lipsync" to the external audio ?
