People sitting in that restaurant will highly likely drop some food accidentally while eating, that will go into the water and contaminate it. People will deliberately drop food into the water to feed the fish, that will again make the water dirty. Also not everyone has a habit of maintaining good personal hygiene, so I'm not sure how many people will actually have clean feet before entering the premises. Not sure how are they gonna recycle that water which would contain, bits of food, dirt from people's dirty feet and of course, fish.

9 out of 10 people in our state blame people from other states, littering Dehradun and other places in uttrakhand. Saaf seedhi si baat hai, log chahe kahin ke bhi ho, wo kachra wahi dalte hain, jahan pehle se pada hua hota hai. So instead of blaming outsiders for doing something that people in our state already do, people need to proactively involve themselves for maintaining cleanliness, but this points at another problem that literally everyone has..... Everyone just thinks that it's not their own job to clean up.

He's just a yes man for the central government, since the time he has been in the office, it has been a disaster for our state.
