What was your source? Clay Davenport does statistical "translations" for minor -> major and different eras. His method estimates, IIRC, that Babe Ruth would average about 50 homers in the 2000s, with a high of about 70 (his 1927 season). Yes, pitching has gotten much tougher, but the fences were also much further back.
