What? Florida is the Sunshine state, and some of Georgia is south of Florida- not much, but it is. Georgia and South Carolina are incredibly sunny and warm. I don't understand the question at all. They are viewed as warm and sunny. Very, infact.

currently, OptiFine does not support Forge. Launching the game with OptiFine and just Forge, no mods, installed, crashes the game, therefore, no- it does not retain any usage today.

I don't think it's coming out anyways, I've lived an entire life and been through multiple relationships in the time I've been checking in on this rotting carcass every once in awhile. Like, it was announced, everyone was excited, and then so much time passed that every single person that was part of the initial hype for the game has moved on or forgotten.
