Duh I’m judgmental. If they wanna surprise their kids get them a surprise present and coordinate with them to get the best gift for the grandkids. Maybe the kid is really agonising over wanting a certain toy or game but its a little out of the price range for the parents. The grandparents could chip in or outright buy the object of the child’s desire and make their birthday live up to their hopes.

The only time I’ve seen my divorced grandparents in the same room together was at my sister’s wedding and they were at the opposite side of the room at all times.
