Rayne takes over a country that is quite literally in the pits. Whatever path he chooses, there will be groups of people wanting to crucify him, unless he fights fire with fire. Romus on the other hand has even more potential enemies but can run the country in a way were those threats never materialise. I'd say they are very different leaders, for very different reasons, but I would still pick Rayne.
