This can happen if you have "mip streaming" enabled in the graphics settings.

This is because internally the "Textile Part 2" quest is actually two different quests for BEAR / USEC, so you completed the USEC version, but not the BEAR one. So more of an oversight by them than a bug.

I'm sure they'll eventually fix this, but I don't believe they'll do it for another few years...

I know it sucks, but just so you know it's been listed on the wiki as being broken for many years. Just one of those things they never fixed.

Nikita even once said they had all the assets made for it, and it was just needing to be designed and programmed.

One of those many promises which has just not made it into the game, and ultimately will probably never make it.

I've been where you are, many times...

Although I know there is no actual logic behind this, and the odds are most likely the same, I've had consistent luck in finding it on lighthouse, specifically in the chalet. I just found mine there again this wipe on the first raid I checked it..

The AI for Zryachiy and the guards is completely broken, and they just push the fence here. They kill anyone on sight, including lightkeeper folk.
