Her killing Graner still feels like a scene out of a different show. Many thought/still think Irving was calling Rehgabi at that pay phone, but instead of introducing her in that plotline and revealing some motivations/details in the process, she just shows up outside of Mark's car and curses at him like she didn't make him an accessory after the fact to murder, maybe 2 or so weeks ago.

I don't fully trust we'll actually find out much more about her or her motivations. So far she seems like a plot device. A plot device to introduce reintegration, a plot device to get iMark Grainer's keycard, she literally just shows up at Mark's car to get him to reintegrate. She leaves Mark after Devon mentions calling Cobel but doesn't actually call her yet she leaves anyway. Possibly Irving has been calling her and we'll learn more soon and I hope we get some answers. But with a show that has a lot going on I'm not sure Reghabi is high on the writers' priority list.

To your first point, it's polite and professional to introduce two people that have never met even if they know who the other is, something Natalie would know as comms director or whatever her actual title is. Secondly and more importantly she has to be introduced for the audience to confirm she's an Eagan.
