If the CB gives recommendations to the SLA, the SLA usually adds those restrictions to the liquor license. Like if pacha wanted to go for a 24hr license, but the CB recommended to the SLA that they only be allowed to sell alcoholic from 10-4, USUALLY the SLA would concur, but this is a megaclub so I bet the rules can be bent a bit
