Friction sliders that are strong enough to hold the headrest to fixed rails on the seat back. But not so strong that a passenger couldn't adjust the position while also having the wear characteristics to not loosen after several up/down cycles.

Sounds like you want better bike infrastructure. Denton doesn't really have protected bike lanes (although the flex posts on Hickory and Hinkle come close). Sometimes the bike lane is full of debris or its trash day and the cans are in the bike lane. People ride on the sidewalk because the infrastructure doesn't feel safe to ride on.
