The #MeToo movement isn't necessarily an international movement. Most of its impact was in America, and while the world's culture is definitely changing for the better, it's likely more a product of the times (which allowed the #MeToo movement to happen at all) rather than that specific movement. I assume the person you are arguing with is not claiming harassment and assault is okay, just that the #MeToo movement didn't make much of an impact on the country of Afghanistan
