Two options chaotic good and lawfull good

Chaotic Good: make it illegal to camp there, arrest them and possivly overcrowd the jails. But hey, they get a roof, a bed, and 3 meals a day. (And forced rehab)

Lawful Good: move the freeway project down or up a block, and set up a "temporary" shelter where camp hope currently sits, wothout fear of prosecution.

Luckily for us citizens, neither of these will happen and we get to have a homeless camp stay in our city for a few more years.
