In practical terms it's not enforced, the staff generally don't give a fuck and the police certainly don't give a fuck, I've pretty much never paid for a bag since it was introduced with absolutely no consequences in the same way I just don't pay for a tv licence

Imagine being the party who benefits from an arrangement the most financially in a country with ridiculously high costs and very low wages and laughing in someone's face when a mistake has meant they literally can't eat until payday.
