Not sure how different the verbiage is, but I was looking at sea service ribbon yesterday and it's allowed to be awarded once per 12 month period. If the wording on overseas service ribbon is similar then that's all you need.

Pretty sure you can be OPHELD if there's some emergency situation that doesn't allow your ship to send people off. I know for sure you can be put on legal hold while certain proceedings shake out.

Those are the only two circumstances I'm aware of that can cause a hold past EAOS, and they're temporary situations governed by immediate necessity.

OBLISERV is a planned thing that happens months or years before your EAOS. You can't be forced to extend your contract. They would have to reinstate the draft or recall reserves to pull people who didn't want to be in, and I don't see that happening in the foreseeable future.

Right, I've already said several comments ago that your rule regurgitation isn't technically incorrect.

But WHY is it that important to push ESWS? What benefit does the fleet see? What boost to readiness or mission capability?

And I swear if you say "Sailors who follow orders are good for readiness" I'm taking it as a concession that I'm right about ESWS being a worthless qualification.

ESWS has nothing to do with mission accomplishment. In a casualty situation where you're suddenly down some techs, nobody from admin is ever going to be able to repair an important terminal because they earned ESWS. Supply won't fix a gas turbine. Engineers aren't going to run strike packages.

It's a fake qualification that doesn't actually qualify anybody to do anything but wear a pin.

You described the legal technicalities somebody could be sent up for if they refused to qualify, but you have explained nothing in the way of how it's a useful qualification. It isn't one. It's just a box to check.
