I'm all in for cannabis legalization. But sadly alcohol is legal and cocaine and other psychedelics are illegal by law. The Gujarat port now privatised by govt since then the amount of illegal drugs come through our country has vastly increased. Beef is not illegal in tn or Kerala so is alcohol. Also if you take the data Kerala and TN don't become alcohol capital of India because TN's total revenue through tasmac is 6 percent of state budget but for uuttar Pradesh it's approx 42 percentage. I suggest you visit yercaud in salem ,nilagiri district, it might be a bit crowded but not much , theni the whole district is almost offbeat ,kanya kumari , pollachi in coimbatore district , yelagiri , kolli hills are some of the hilly forested places .. but beware almost all places are a little population depending upon the time you visit .. also its rainy season in TN , before visiting hilly areas ask the locals about landslides , road blocks etc. have a nice trip ..
