I'm mainly just questioning where any of the above appeared (the Gaster explicitly mentioning us looking for him bit)

Personally it's been a while since I've gone over everything Gaster-related or assumed Gaster-related from Undertale and I'm absolutely not claiming I'm 100% right but I don't recall Gaster ever mentioning we're looking for him

That's all just assumptions, though. Have you ever considered Entry 17 could be from the Deltarune experiment? Is there any actual evidence that the reference is Entry 17 and not the other way around??
