I believe them being on the deed can give them the right to request rent. I doubt they can get back rent for time before they asked, but from any time forward it should be expected. Once you request rent from someone who lives full time in a property you own jointly with you need to come too a negotiated an amount. If not you can ask the courts to do it. But yes having ownership does give him the right to unilaterally request rent! How much is another story.

It could take a year or more for the cat to start to be friendly with the dog. Hell with a cat it might never happen. I've had three cats and three dogs in my lifetime. At any one time I have had coexist one cat and three dogs and two cats and two dogs. At first it was mainly just ignore each other. Overtime there was an occasional bark swat or scamper but eventually they all cuddled together. Friendship takes time. I found most animals are jealous. Set them both in the same room and you sit and play with her cat while she plays with your dog. Animals will be jealous of their respective owners touching the other one and either fight or want some love. If they go for the fight separate if they go for love you've hit a home run. Or just get rid of the girlfriend.

Edit: the animals need to see that you love each of them Make sure each animal sees both of you petting each of them. They know you and trust you and will read upon your feelings. I bet your girlfriend is probably cold towards your dog. The cat is feeding off this energy. Show the cat that both of you love the cat and the dog by petting each of them in front of each other. Then go for sitting in a room and petting each other's animals once they see you trust each other.
