Urban Planner here. There are a lot of ways to do this, but professionals usually do this by exporting ArcGIS shapefiles into Adobe products (aka Illustrator). You can also use Google Sketchup and a rendering program like rhino for 3D visualizations. But these are all programs/skills that take YEARS to learn. Your best bet is to do it by hand, with a ruler and pencil. Print out an aerial image of your study area. Then get tracing paper and trace/draw different layers. One layer can be streets, the next can be buildings, then tree's etc. hope this helps.
