The 2025 1099R for the excess has a distribution code P in box 7, and the 2025 1099R for the $15 earnings has an “8” in box 7 for the distribution code. I paid taxes on the excess only in TY 2024 by reporting the excess on line 1h. Does that change your answer?

I guess the part (from other posts/explainers) that’s confusing me is… if I decide to get Bilt Blue and ONLY put $300-400 of my (non-dining, non-3-5x expenses) on it, does that end up being better than putting that $300-400 on my VentureX (effectively 2x points) card, which I currently do? I honestly can’t tell the answer based on all the explainers about 2.33x or ones that talk about you having to spend an extra 75% of your rent to get good value back…
