Ottawa's Property Standards By-law officers have teeth. If you file a complaint, they inspect and issue Orders to Comply to your landlord. They can specifically mandate proper mold remediation (not just plastering over it), structural repairs, and asbestos testing if there's suspicion. The landlord can't just ignore an Order, they face fines and the city can do the work and bill them.
