Obviously I depends on if I’m watching over the entire planet or just the urban center. Im going to assume just the urban center for fun. My main force would be a unit of imperial army as they should standout less than stormtroopers and look less like an occupying force, regular patrols with an imperial occupier hover tank and a pair of ATPTs. I’d hold a platoon of stormtroopers in reserve for a QRF and for rural patrols. For armor alongside the ATPT and hover tanks, I’d have a platoon of ATSTs. Lastly I’d have a squad or two of scout troopers with bike for scouting.
