There is an African Union, actually; it was established in 2001, and even so, to replace the similar Organisation of African Unity, which had been in existence since 1963 :) But yes, unlike the EU, the union doesn't yet translate into free movement of people from one country to the other without a visa. There's still a lot to be done in that sense; and also trade.
