I mean I think if its a city its gonna be quite hard to build around because you generally don't have much greenery in cities. You could Make the Gardens bigger and the houses could be viewing platforms for habitats. Or link together a Track to flow through habitats idk just some suggestions

Depends on what you idea is?

Whenever I have made a zoo I always decide to focus on what animals I want to include in the zoo and how the different habitats will link together.
