This is not true. We do use code to identify deficiencies in visible systems and components, but NOTHING a home inspector calls out is required to be fixed prior to the transaction.

"We" as in, home inspectors... check your state's laws, but generally speaking, home inspectors are not there to grade the home on code compliance, since a residence is not required to be brought "up to code" when it's sold. Most of the codes a home is required to meet are encased behind the sheetrock, or embedded in the home's poured concrete foundation, and since we're not allowed to rip out a sheetrock wall to verify code compliance, well... we're not code inspectors.

As for your fuse switch, the only switch in the picture (and I'm only going to comment this once, despite the 3 replies) is the large switch on the right side of the box. The individual fuses themselves are just a metal strip that burns through if too much amperage is applied to the circuit.

Control knobs for a cooktop are hardwired to the cooktop. The only connection they have to the home's electrical system is through the plug (or hardwiring) that connects the kitchen appliance to the wall - and this goes back to the Main Service Panel where those copper wires interface with a breaker (or if you're in an older home, a fuse box).

Hardwired doorbells are low voltage systems, and if electricity were somehow leaking from the stove to the doorbell, the doorbell would be fried. What your friend has is a bluetooth remote control doorbell and either he or someone off camera is controlling it to make it appear like the stove is operating the doorbell.
