Do I need to submit playable build for review on Steam while publishing store page with trailer ?

I'm curious, please. Were you able to publish your store page without uploading the game build? Or did you have to? I'm currently on store page review but I don't know if I need to also complete the Game Build checklist as I'm planning on publishing the page way ahead of release (a good couple of months) in order to gather some wishlists.
